I've been working on an "after action report" or AAR for the Paradox Interactive wargame Hearts of Iron 3. In brief the game is a build/manage/fight game set from 1936 that covers unit production and movement, military and civilian research management, international diplomacy, and internal policy. For this game I will be playing the Kuomintang faction of the Republic of China which is fun and relatively short to play. Nerdiness to follow: _______

Nationalist China in 1936 was wrought with division, the incredibly unstable central government was weak coalition of various cliques squabbling over their own petty fiefdoms with an increasingly resentful peasantry. Atop this mess was Generalissimo Chiang Kai-shek Director General of the [central] KMT, Premier and nominal head of the Republic Of China.

Chaing prioritized the removal of internal division, concentrating first and foremost the eradication of the Communist Party of China. Our game begins with Chaing planning a sixth and likely final campaign to terminate Mao and the tattered remains of the Red Army...

In that case, we'll prepare for war most likely a renewed conflict with the Japanese. First we'll draft a total reorganization of the military:
 An Army to hold the coast, A second army to fight in the North or reinforce of the coast.
Recognizing the miserable state of forces under his control, Chaing orders an audit directed by his right hand man and close personal friend Dai Lai. A temporary amnesty is offered for open admission, further corruption is met swift and final justice. To further the shake up units and commands are shuffled, reforming in 3 brigade patterns.
In the process it was made apparent a general un-professionalism and incompetence of a large part of the senior officer corps. Though daunting, Chaing ordered a total overhaul of through a purge worst of the senior staff corps and promotions and commands for the young up and coming as well as an expanded program of officer training (or retraining of salvageable officers). It is likely at this point that Chaing would have been overthrown by his own men, but thankfully the threat of further war with Japanese as well as support from the junior officers saw the reforms through.
 First internal security forces had to be brought up to strength, all the while ordered to build national unity.
 In addition Chaing ordered methods researched to bring civilian and military production up to global standards, reasoning that it was better to have production and nothing to produce than it was to have no production and a product.
As China is somewhat of a global pariah, licensing for weapons was not cheap. Instead orders concentrated on developing "indigenous" designs, stepping lightly around international a patent laws. The goal of the ROC - Army to slowly build up a national arms industry and supporting civilian infrastructure.
 Heavy trading will have to be made, the trade off for domestic industry is shortfalls of domestic resources. Effort must be made to stockpile resources. Moreover the ROC Army is woefully out of date, even under domestic production standards.
Reasoning that the ROC-AF would be swept from the skies, and an aircraft program too much for present ROC industry and with benefits to the national artillery industry, effort was made to produce AAA.
 The first steps for an artillery industry, a gun based on the Scotti 20mm to be manufactured entirely in China.
